What "highest" actually measures

Venues quote whichever number flatters them: building height, roof height, spire height, or deck height. A building can be the tallest in the country while its deck sits lower than a shorter rival's. This ranking uses one rule — the elevation of the observation floor itself — because that's the number your eyes experience. Where a deck spans multiple floors (the Empire State Building's 86th and 102nd), the ranking uses the level included in a standard ticket.

Does height matter?

Less than the ticket price implies. Past ~1,000 ft, doubling altitude mostly shrinks the city into a map; the memorable decks win on what they face (Top of the Rock's Empire State view, One World's harbor) or how they feel (Edge's outdoor exposure, the Skydeck's Ledge).
