Worth it if…
Yes — it's cheap, genuinely one-of-a-kind, and the ride up inside the arch's hollow leg is half the attraction. The lean-forward slot windows give a straight-down view of the grounds 630 ft below that bigger glass decks can't replicate. The renovated museum underneath is free and excellent.
Pick another deck if…
You're claustrophobic — the tram capsules are five-seat pods you crouch into, and the top is a narrow curved corridor that fills shoulder-to-shoulder in peak season. No open air, no walking space; this is a 30-minute summit, not a lingering deck.

Late afternoon westward light — the city side glows and the Mississippi runs silver on the east windows. Claustrophobes: mornings have the calmest tram queues.

A tram of small five-person capsules climbs inside each curved leg, about four minutes up. At the top is an enclosed viewing room with angled slot windows facing both the city and the Mississippi.
The capsules are genuinely tight — five seats, low ceiling, doors close for ~4 minutes. Most people are fine; if enclosed spaces are a real problem for you, this is the one deck in the country to skip on that basis.
